LAKELAND REGIONAL LIBRARY MEMBERSHIP POLICY Effective January 15, 2019

 MEMBERSHIP

Resident Memberships:

  • Property owners and residents, including those paying rent, of the Municipality of Killarney-Turtle Mountain, the Cartwright Roblin Municipality; fees are paid through property taxes. (Must provide street address, section/township/range).

  • Adult patron status given to 16 years of age and older. Junior patron status given to patrons 15 years old and younger.

  • School aged children (up to grade 12) enrolled at a Killarney or Cartwright school may also be granted a membership at no charge regardless of residency. If the child does not reside in one of the funding RMs, this membership will expire upon graduation from grade 12.

Non-resident Memberships:

For persons not residing in or paying taxes to the funding municipalities

  • Monthly membership is $10.00/month/household

  • Twelve (12) month membership is $80.00/household

 Regulations

·         Regular loan period is 3 weeks

·         Magazine loan period is 3 weeks

·         Video and DVD loan period is 1 week.

·         Storysack loan period is 1 week

·         Patron is responsible for cost of any lost or damaged items


LAKELAND REGIONAL LIBRARY CIRCULATION POLICY Effective October 1, 2020

CIRCULATION:

Item limits

·         Individuals adult patrons may borrow 10 items*

·         Individual junior patrons 15 years of age and under may borrow 5 items

·         Each individual in a family is encouraged to have their own card however if multiple people in the same home are on one card the household limit is 10 items per person to a limit of 30 items

·         No more than 1 Storysack per household

·         Items with red tape on the new release shelves are limited to 3 items per person

·         Interlibrary Loans (books borrowed from other libraries) are limited to 3 books per person*, these books are also included in your total items

Loan Periods

·         Book, audio book, magazine, Storysack, and puzzle loan period is 3 weeks

·         Video and DVD loan period is 1 week.

·         The library does not charge late fees, we do accept donations if you feel you’ve had your books out a bit too long

·         Renewals are available in person, by phone, or by email up to twice unless there is a wait list for the book. Renewals can also be made online through our website once.

·         Patrons are responsible for the cost of lost or damaged books

 Enforcement – overdue items

·         Patrons will receive an email when their items are 3 days past due

·         Patrons will receive a phone call a week after the email if items have still not been returned or renewed as per above, for junior patrons parents will be notified

·         Failure to return or renew items after the call will result in the suspension of borrowing until all items are returned or paid for

·         After 2 subsequent suspensions, a lending limit of 1 item per person at a time will be instituted for a period of 3 months. After 3 months if the patron is able to meet the loan period requirements, full borrowing privileges will be reinstated

 Enforcement – damaged or dirty items

We understand that accidents happen and we will always endeavour to repair a book as best we can. The following is for situations of repeated neglect or damage to library materials.

·         Should the librarian notice either repeated damage or neglect to items, or notice a large number of items being returned in poor condition, patrons will receive a verbal warning. At this time a warning will also be placed in their file in the computer

·         After a second warning a lending limit of 1 item per person at a time will be instituted for a period of 3 months. For junior patrons, parents will also be notified. After 3 months if the patron is able to return books in acceptable condition, full borrowing privileges will be reinstated 

*Teachers, child care workers, homeschoolers, and other people working in educational or children’s programming please speak to the librarians about increased limits for you and your class or group


LAKELAND REGIONAL LIBRARY COLLECTION DEVELOPMENT POLICY Effective June 14, 2023 :

 The goal of Lakeland Regional Library is to provide local residents with materials and programs conveying ideas and information necessary for modern community life.

Lakeland Regional Library (LRL) supports this mission by providing the community with a diverse and inclusive range of materials in various formats for both educational and entertainment needs of residents. LRL proactively collects materials that reflect a range of opinions and interests in order to meet public libraries’ societal role as places where the open discourse of ideas is encouraged and supported. LRL is committed to providing equal access for all library users and quality service to all who make use of LRL’s services. Lakeland Regional Library affirms the Canadian Library Association Statement on Intellectual Freedom and Libraries (attached to this policy).

LRL Does not segregate or restrict access to any materials, regardless of its intended audience or age group. LRL does not differentiate between various segments of the population and defers the responsibility of minors’ selections to parents and legal guardians. While LRL is open to suggestions for purchase and requests to reconsider the appropriateness of materials, the board and staff of LRL opposes any attempts to censor its collection.

As a small public library LRL assigns its collection development responsibilities to the following positions:

Adult Fiction, Adult nonfiction, Audiobooks, Large Print books, ebooks – Library Administrator

Children’s picture books, fiction, nonfiction, youth fiction and nonfiction – Library Assistant

Donated materials for all ages including movies – Library Assistant

LRL’s collection development criteria are based on inclusivity and range of interest. To this end LRL collects material based on popularity, interest to the community, quality, diversity, appropriateness to the collection, budget and physical space. LRL strives to strike a balance between bestsellers, educational items and lesser known works that have received critical acclaim.

Donated materials are held to the same criteria that determine the purchase of a new item. All items not added to the collection will be placed in the book sale in the Killarney location and all proceeds from the sale of these items will go into LRL’s general fund. LRL regrets that it cannot guarantee that donated items will be added and that the library cannot commit to contacting the donator should the item be weeded or otherwise removed from the collection.

LRL accepts suggestions for purchase and attempts to provide as many requested titles as possible in order to meet community desires. Requests can be made to any library staff.

While LRL takes every request for purchase seriously, it regrets that it cannot purchase every request. The same criteria that determine the purchase of new items applies to requested items.

 LAKELAND REGIONAL LIBRARY Patron Code of Conduct Approved: Effective June 14, 2023 :

 The goal of Lakeland Regional Library is to provide local residents with materials and programs conveying ideas and information necessary for modern community life.

Lakeland Regional Library strives to provide everyone with fair and equitable access to a wide range of library services in a welcoming environment that is free from discrimination and harassment. Everyone has the right to equal treatment with respect to the access and use of the library’s services and facilities in accordance with the Manitoba Human Rights Code.

Patron Responsibility: 

The selection of books and materials is the sole responsibility of the parent/guardian for their own child/children. 

Due to the sensitivity of some subject matter, the parent/guardian should understand that not all materials may be suitable for their child, but they should not interfere with other patron/parent’s right to access this same material.

Every patron has the right to choose or not to choose any materials in our public libraries.

Code of Conduct:

·         Be polite and civil to library staff and other patrons.

·         Harassment and/or bullying behaviour toward any Employee, Administrator, and/or Board Member of Lakeland Regional Library will not be tolerated. 

·         Damage, misuse, or theft of library materials, equipment and property is not allowed.

·         Dress appropriately: shoes and shirt must be worn.

·         Respect individuals with sensitivities to scents and noise.

·         Posting of notices must be approved by employees.

·         Leave the library promptly at closing time and when requested to do so in emergency situations.

·         Always keep young children and personal belongings with you.

·         Only service animals are allowed in the building.

·         Food and drink are only allowed in designated areas.

·         Misuse of public computers or public Wi-Fi may result in the loss of library privileges/access.

·         Buying, selling, using, or possessing alcohol, illegal substances is not allowed in or on any premises. An exception to the consumption of alcohol will be made at Library events where a social permit has been procured in accordance with the regulations of the permit.

·         Smoking and/or vaping not allowed inside the library.

·         Photographing, filming, or video recording on library property is not allowed without permission.

·         Using the Lakeland Regional Library logo or any likeness is not allowed without express written permission.

·         The Library Administrator and Board may be consulted in any decision regarding patron conduct.

NOTE:  Any act which violates the Patron Responsibility & Code of Conduct Policy may result in cost-recovery charges, suspension of library privileges, exclusion from the library and possible criminal charges.


LAKELAND REGIONAL LIBRARY ELECTRONICS CIRCULATION POLICY Effective May 2, 2023

 CIRCULATION:

 Item limits

·         Individual adult patrons may borrow 1 electronic device at a time

·         Each household is limited to 2 items

·         Victor Readers and iPads* are limited to seniors through the Services for Seniors Literacy Accessibility Program. A senior is considered to be anyone 55+ however exceptions may be made on a case by case basis for younger patrons with a print disability. These will be reviewed by the Library Administrator and the Coordinator of Services for Seniors.

Loan Periods

·         Radon Detectors are available for a 3 week period

·         Victor readers are available for a 90 day period

·         iPads are available for a 90 day period

·         Projectors are available for a 3 day period

·         Electronics cannot be renewed, but may be checked out again if there is no one on the wait list for the item

 Enforcement – overdue items

·         Patrons will receive a phone call 3 days after the item is due

·         Failure to return or renew items after the call will result in the suspension of borrowing until all items are returned or paid for

·         After 2 subsequent suspensions the patron will no longer be able to borrow electronics

*Note: iPads are intended to be used as an ereader only and are therefore set up with reading apps only. These devices will are locked so that changes cannot be made to them.  Any effort to unlock the iPad and make changes to the device (including downloading of additional apps) will be considered damage to the item and be treated as such.


LAKELAND REGIONAL LIBRARY SUMMER YOUTH MEMBERSHIP POLICY

 MEMBERSHIP

 Summer Youth Memberships:

·         This membership is designed for children and youth up to 18 years of age who are spending the summer in Killarney; campers and cottagers, or youth visiting family

·         $20 per person  for the summer with $10 refundable if all materials have been returned

·         Expiry of membership will be no later than September 6, 2023

 Regulations

·         Max 5 items on loan at a time

·         Regular loan period is 3 weeks

·         Magazine loan period is 3 weeks

·         Video and DVD loan period is 1 week.

·         Storysack loan period is 1 week

·         Patron is responsible for cost of any lost or damaged items, and any items not returned at the end of their stay in Killarney

·         Both your summer Killarney address and phone number and your permanent mailing address and phone number are required

·         Cash only
